The meeting rooms in the lower level of the City Hall shall be made available for meetings subject to the following conditions:
(a) The organization or group must substantially consist of City residents.
(b) Seating capacity is limited to seventy-five persons. Chairs are available, but the organization or group must arrange for the placement of chairs in advance of the meetings.
(c) To cover the cost of cleaning and other services, a fee shall be charged for each meeting, payable in advance, as follows:

(d) No cooking or preparation of meals will be permitted on the premises. Coffee or soft drinks may be served, but such refreshments must be brought in their own containers. No kitchen facilities are available.
