The Inspector of Buildings shall be charged with the enforcement of the regulations of the County Board of Health pertaining to sewage treatment devices and water supply, and he or she shall issue no building permit for any dwelling or other building structure unless the plans and specifications therefor are in conformity with the detailed requirements of such regulations insofar as they apply to the individual sewage disposal system designed to serve the dwelling or other building structure.
