No person shall discharge, or permit or cause to be discharged, sewage, the overflow, drainage or contents of a waste water treatment plant, onto the surface of the ground, or into any street, road, alley, storm sewer, drainage ditch or watercourse creek, except in a manner provided by the Ohio Environmental Protection Agency.
