No person, being the owner of land upon which a waste water treatment plant has been constructed in connection with the use of property under the provisions of this chapter, shall maintain or continue the operation of a treatment plant which is not operating in accordance with standards established by the Ohio Environmental Protection Agency and adopted by this chapter.
