The application submitted by a person for a building permit shall be deemed to be a perpetual license to the City, its agents or employees, to enter upon the premises wherein the waste water treatment plant and its appurtenances are located, for the purpose of inspecting the condition and operation of such plant and to perform whatever tests are necessary to ascertain that the plant is operating in accordance with the standards established by the Environmental Protection Agency of the State of Ohio, which standards are attached to original Ordinance 1972-74 and made a part of this chapter as though fully rewritten herein.
