The City shall have no obligation to replace or repair any fence, gate, wall, light or other structure, or any landscaping, in the public right of way, which the City determines must be removed, relocated, changed or altered for the construction, repair, maintenance or installation of any public improvements in a public right of way or for the operations of the City or other governmental entity in and upon a public right of way.
