The application for a drainage ditch alteration or enclosure permit shall be accompanied by plans and specifications. The Inspector of Buildings shall submit such plans and specifications to the City Engineer, and if the City Engineer has entered his or her approval thereon, the Inspector of Buildings shall issue such permit to the applicant upon the payment to the City of a fee of forty-five dollars ($45.00) and the deposit with the City of a guarantee in the amount of three hundred seventy-five dollars ($375.00), which sum shall guarantee that the street is resurfaced and seeded to the satisfaction of the Inspector of Buildings and that the enclosure is completed in accordance with the approved plans and specifications.
