Any driveway crossings over open ditches along public streets which have heretofore been constructed which do not conform to the specifications set forth in Section 1020.01 shall, upon determination by Council that a public nuisance exists, be reconstructed within thirty days after the receipt of an order from the Inspector of Buildings requiring such reconstruction.
