Any contractor or subcontractor, whose place of business is not situated in the City, applying for a permit to do building, reconstruction, construction or remodeling shall, when applying for said permit, register his or her name, place of business and the name of the person or persons to whom correspondence shall be directed, with the City Income Tax Administrator, who, for this purpose, shall be the City Treasurer. The Inspector of Buildings shall not issue any building permit until the contractor or subcontractor has registered with the Income Tax Administrator (Treasurer), as required by this section.
