This chapter shall not apply to the following:
(a) Any public sale conducted solely for or on behalf of any charitable, educational or religious institution and in which the person or persons conducting such sale receive no compensation therefor; or
(b) Any sale and delivery, or offer of sale and delivery, of any household furniture, furnishings, equipment, goods, wares or merchandise when the total sale value does not exceed the sum of three hundred dollars ($300.00).
