864.04 REGISTRATION.
   Every person who desires to conduct a public sale within the City shall register in a registration book provided for such purpose in the Police Department and shall furnish his or her name and address; the names and addresses of any persons who will be connected with him or her in the conduct of the public sale; the names and addresses of at least two references as to his or her moral character, honesty and integrity; and, provided such person is not a resident of the City, his or her fingerprints and thumbprints to be taken by the Police Department. In addition, such person shall furnish the Police Department evidence that an arrangement has been made for adequate traffic supervision at the time and place of the sale to prevent traffic congestion.
   No person shall be registered by the Police Department except upon exhibiting a valid license from the Clerk of Council.
   Such registration shall be valid for a period of one year and thereafter any person desiring to conduct a public sale within the City must re-register.
   Evidence of compliance with the provisions of this section shall be endorsed on each license by the Chief of Police.
