Licenses shall be issued by the Clerk of Council upon the applicant's complying with the following provisions:
(a) Giving his or her name and permanent address;
(b) Giving a description of the property to be sold and an estimate of its sale value;
(c) Paying the license fee required by this chapter for such license; and
(d) Giving the name and address of all persons who will be associated with or engaged in such public sale.
