If the Mayor finds that the applicant is a fit person to engage in such business, he or she shall, upon payment of a license fee of twenty-five dollars ($25.00), issue a license therefor to the applicant for the period of one calendar year from its issuance unless revoked for cause before such period has expired. Such license shall not be transferable.
