Whoever desires to engage in the business of the collection and removal, for remuneration, of the contents of privy vaults or sewage tanks, swill, distillery slop, garbage or offal may apply to the Mayor for a license, which application shall be in writing and shall state the applicant's name and residence address, or the principal place of business and the name and address of the statutory agent if a corporation; the type of equipment which will be used; and such other information as the Mayor may reasonably require for the purpose of determining whether the applicant is a fit person to engage in such business.
