(a) Whoever violates any of the provisions of this chapter is guilty of a misdemeanor of the fourth degree for a first offense and shall be fined not more than two hundred fifty dollars ($250.00) or imprisoned not more than thirty days, or both. For a second or subsequent offense, such person is guilty of a misdemeanor of the third degree and shall be fined not more than five hundred dollars ($500.00) or imprisoned not more than sixty days, or both.

(b) Conviction and punishment of any person for peddling or soliciting without a license shall not excuse or exempt such person from the payment of any license fee due or unpaid at the time of such conviction and nothing in this chapter shall prevent criminal prosecution for any violation of any provision of this chapter.
