860.04 REGISTRATION.
   Every person who desires to peddle or solicit shall register in a registration book provided for the purpose in the Police Department, listing his or her name and address; the name and address of the person whom he or she represents; the names and addresses of at least two references as to his or her moral character, honesty and integrity; a brief description of the nature of the business in which he or she is engaged; and the kind of goods or property to be peddled or solicited for, if any. Such person shall furnish his or her fingerprints and thumbprints to be taken by the Police Department.
   No person shall be registered except upon exhibiting a valid license for peddling or soliciting, or a clearance from the Clerk of Council stating that no license is required. Such registration shall be valid for a period of one year and such person must register at the end of each year period.
   Evidence of compliance with the provisions of this section shall be endorsed on each license by the Police Chief, or, if no license is required, the Chief shall issue a certificate of registration in lieu of such endorsement.
