812.02 DEFINITIONS.
   For the purposes of this chapter, the following terms, phrases, words and their derivations shall have the meanings given herein.
   (a)    "1992 Cable Act" means the Cable Television Consumer Protection and Competition Act of 1992, as amended by the Telecommunications Act of 1996, and as each may be further amended.
   (b)    “Appointment window” means either a specific time or, at a maximum, a four-hour time block during normal business hours. The provider may schedule service calls and other installation activities outside of normal business hours for the convenience of the subscriber.
   (c)    "Cable Television Advisory Commission" or "Commission" means the Cable Television Advisory Commission of the City of Pepper Pike which is established in Section 812.03.
   (d)    "City" means the City of Pepper Pike, Ohio.
   (e)    "Complaint" means any verbal or written inquiry, allegation or assertion made by a subscriber regarding the unsatisfactory performance of the cable television system or any portion thereof, or raising an objection to the customer service practices of a provider.
   (f)    "Education channel" means those chnnnels set aside for programs originated by the Orange City School District.
   (g)    "FCC" means the Federal Communications Commission, its designee or any successor thereto.
   (h)    "Municipal channel" meane those channels set aside for programs originated by the City of Pepper Pike.
   (i)    "Normal business hours" shall have the meaning given it in Section 812.04(a)(1).
   (j)    "Provider" means any cable television operator that has a franchise with the City.
   (k)    "Public access channel" means those channels set aside for programs originated by the general public or local organizations or institutions, but not including the Municipal Channel or the Education Channel.
   (l)    "Service interruption" means the loss of picture or sound on one or more cable channels.
   (m)    "Subscriber" means any person who lawfully subscribes to a provider's cable television service by means of or in connection with the provider's cable television system whether or not a fee is paid for such service, but also including, where applicable, any person requesting initial cable television service and/or installation.
