(a) No person shall blast with dynamite, gunpowder or any other explosive compound within the limits of the City unless he or she has first obtained a permit for such blasting from the Mayor. Application for the permit shall be made in writing and shall state the location at which blasting is to be done and the kind and quantity of explosive proposed to be used. The Mayor shall grant such permit only if he or she finds that the proposed blasting can be done without risk of injury to persons or property. Before issuing such permit the Mayor shall require the applicant to deposit with him or her an insurance policy covering liability for damage to persons or property resulting from such blasting in such amount as the Mayor deems necessary to cover the prospective risk, based on the particular facts and circumstances. Blasting shall be done only at the location and time, and with the kind and quantity of explosives, set forth in the application.

(b) Whoever violates this section is guilty of a misdemeanor of the third degree and shall be subject to the penalty provided in Section 698.02.
