(a) No owner or occupant of any building or premises shall permit conditions to exist on his or her property which may allow the building or premises to became a rat harborage.

(b) Whoever violates this section is guilty of a misdemeanor of the fourth degree and shall be subject to the penalty provided in Section 698.02.
