In the Administrative Department there are hereby authorized such number of full-time and part-time employees as the Mayor of the City may from time to time determine are necessary in order to properly handle the City's business. In the event that any such services are required by the City, the Mayor may designate such persons for service. Such employees shall be paid five dollars and fifteen cents ($5.15) to twenty-five dollars ($25.00) per hour at the Mayor's discretion for such services and based on the rates for such services then in effect throughout the community.
