(a) A Drug Trafficking Fine Fund, in which all funds received from mandatory fines from convictions of drug trafficking shall be deposited, is hereby established. Said funds shall be used to subsidize the law enforcement efforts of the Municipality pertaining to drug offenses.
(b) The Chief of Police shall adopt written internal control policies addressing the Police Department's use and disposition of all fine monies received, the keeping of detailed financial records of the receipts of the fine monies, the general types of expenditures made out of those fine monies received, and the specific amount of each general type of expenditure.
