The Treasurer shall be the head of the Finance Department and the fiscal officer of the Municipality. He or she shall be appointed by the Mayor, subject to confirmation by the Council, for a term expiring on the date of the organization meeting of the Council in the next succeeding even-numbered year. He or she shall serve the Mayor and the Council as financial advisor in connection with municipal affairs. The Treasurer shall examine all payrolls, bills and other claims against the Municipality and shall issue no warrant, unless he or she shall find that the claim is in proper form, correctly computed and duly approved, that it is due and payable, and that an appropriation has been made therefor, and he or she shall perform such other duties consistent with his or her office as the Mayor or the Council may request.
The Council may provide by ordinance that the duties of the Clerk of Council and the Treasurer be combined into one office to be known as the Clerk-Treasurer and such office shall be filled in the manner herein provided for the Treasurer.
