234.04 LAW ENFORCEMENT TRUST FUND.
   (a)    A Law Enforcement Trust Fund, to which proceeds of the sale of contraband shall be deposited, is hereby established. The funds deposited in the Law Enforcement Trust Fund shall be allocated by the Council only for the Police Department and only to pay the costs of protracted or complex investigations or prosecutions, to provide reasonable technical training or expertise, to provide matching funds to obtain Federal grants to aid law enforcement agencies, or for such other law enforcement purposes that the Council determines to be appropriate.
   (b)    The Police Chief shall adopt a written internal control policy that addresses the use of monies received from the Fund and shall prepare a report covering the calendar year that accumulates all of the information contained in all of the public financial records kept by the Police Department pursuant to Ohio R.C. 2933.43.
