234.01 APPORTIONMENT OF LOCAL GOVERNMENT REVENUE ASSISTANCE FUND.
   Council hereby approves the alternative formula for apportionment of the Local Government Revenue Assistance Fund proposed by the Cuyahoga County Budget Commission which consists of the following:
   (a)    A guaranteed "Base Allocation," which will be adjusted annually, and the "excess" above base allocation. The excess allocation is determined by employing four equally weighted statistical factors which are entirely objective and subject to simple verification. The four statistical factors employed in allocating the excess are:
      (1)    Population divided by assessed value per capita;
      (2)    Population divided by per capita income;
      (3)    Population multiplied by population density;
      (4)    Welfare recipients.
   (b)    Because the LGRAF has no history to predicate a base allocation, this Fund will be distributed according to the above-mentioned excess formula until a three-year history can be determined, at which point there will be a guaranteed base allocation and an excess allocation.
