The Mayor shall preside at all Council meetings, but shall have no vote therein. The Mayor may, however, introduce ordinances and resolutions and take part in the discussion of all matters coming before Council. In the absence of the Mayor, the Vice Mayor shall preside. If the Mayor and Vice Mayor are both absent, the Councilmen present shall designate one of their number President for that meeting.
The person presiding at any Council meeting may designate any one or more police officers, firemen or other suitable persons to preserve order at the meeting.
