Fuel oil storage tanks or cylinders used in connection with any residential or business building or structure within the City for heating or cooling purposes shall be located underground outside of the building or structure, under the floor of any garage, in the garage above the floor, in a utility room, in a basement, in enclosures attached to the rear of the building or structure or in a location which is not discernible from a street or roadway.
