The Council shall consist of seven members, elected at large for a term of four years beginning on the first day of January next following their election. Three members of the Council shall be elected at the regular municipal election in 1967 and every fourth year thereafter and four members of the Council shall be elected at the regular municipal election in 1969 and every fourth year thereafter.
