1220.02 MEETINGS; ACTION.
   (a)   The City Planning Commission shall hold meetings not less frequently than once every three months unless circumstances require more or fewer meetings, and special meetings as may be called according to its rules. Except as otherwise provided by law, all meetings of the Commission shall be public. Minutes of all meetings shall be kept showing the attendance of members and the vote, or failure to vote, for each member on each subject. The Clerk of Council shall provide minutes of each meeting of the Commission to the members of the City Council.
   (b)   No action shall be taken or decision made by the Commission except by the vote of at least three (3) of its members, and any action taken by the Commission shall not become effective or final for ten (10) days from the date of such action. During such ten (10) day period, any party with proper standing who is aggrieved by the action of the Planning Commission may file an appeal of the Commission’s decision with the Clerk of Council. If no appeal is filed within the ten (10) day period, the Commission’s action shall become final. If an appeal is filed, City Council shall, after notice as provided in Section 1262.03(b), hear and review the matter upon the record before the Commission and any further arguments that may be made by an interested party. After such hearing and review, Council may amend, modify, alter, revise, reverse, disapprove or recommit to the Commission any action taken by the Commission.
