Licenses issued pursuant to this chapter shall not be assigned or transferred, nor shall they be used by any person other than the person to whom they were issued, except as herein provided.
No person shall transfer, loan or permit the use of his or her license by any other person, except as herein provided.
Where a person who is not himself or herself soliciting or peddling has taken out licenses for bona fide employees, and such licenses are issued in the names of the employer and the employee, the license may be transferred subject to the following conditions:
(a) The license must be presented to the Clerk of Council.
(b) A notation must be made upon the license to indicate its transfer from one employee to another.
(c) The new employee must comply with the provisions of Section 860.04.
