(a) No person shall place or cause to be placed any building material, vehicle or obstruction of any kind within ten feet of any fire hydrant.
(b) No person, except in case of fire or unless duly authorized to do so by proper public authority, shall open, tamper with or use water from any fire hydrant.

(c) Whoever violates this section is guilty of a misdemeanor of the fourth degree and shall be subject to the penalty provided in Section 698.02.
