(A) The Village Board will establish a connection charge to be made in lieu of special assessment. The connection charge shall be paid at time of connection and shall be equal to the established cost of construction and overhead at the time of connection as established by the Village Board. The Village Board shall establish the connection charges annually. The Village Clerk shall maintain a map indicating the locations where such charges are due. The map shall reference the date the Board approved the construction of the improvements.
(B) It is intended that the “connection charge in lieu of special assessment” be established when utility improvements abut upon agricultural property and are being constructed to serve another development or the general village needs, and there is no immediate benefit to the property.
