§ 115.01 PURPOSE.
   (A)   The purpose of this chapter is to ensure that the quality of short-term rentals operating within the village is adequate for protecting the health, safety and general welfare of the community, including establishing minimum standards of space for human occupancy, and for an adequate level of maintenance, determining the responsibilities of owners, operators and host representatives offering properties for tourists and transient occupants.
   (B)   To protect the character and stability of all areas, especially residential areas, within the village; to provide minimum standards necessary for the health and safety of person(s) occupying or using buildings, structures or premises; and provisions for the administration and enforcement thereof. Because of the relatively small size and geography of the village, a few departures from these objectives can have significant impact on residents.
   (C)   For purposes of this chapter, short-term rentals are considered a conditional use business in Residential Area zones. Short-term rentals are considered a permitted use in Commercial Zone and Low Commercial Impact Area zones. The use of a dwelling unit for this purpose shall be conditional upon meeting the requirements of this chapter, and all other ordinances of the village.
