Subject to laws of the state and of the United States, the Board shall have jurisdiction over all water of Lake Pepin inside the United States government breakwater and the piers which are or become a part of the breakwater. The Board of Harbor Commissioners shall also make any recommendations to the Village Board it deems to be in the public interest with regard to any waterfront property in the village.
