§ 30.03 OFFICERS AND EMPLOYEES.
   (A)   The Board shall elect a President and a Vice-President.
   (B)   The Board shall employ a Secretary who is not a member of the Board. It may also employ a harbor master. The Board shall, if practicable, use civil service methods for such selection.
