(A) Subject to the approval of the Village Board, the President shall appoint five members to the Board of Harbor Commissioners. Each member shall be a qualified elector of the village and shall have been a resident of the village for at least three years. No more than one member of the Board of Harbor Commissioners may also be a member of the Village Board. Terms shall be for three years except that in making initial appointments, one term shall be for one year, two terms shall be for two years, and two terms shall be for three years; all terms to begin upon approval of appointment of the five members.
(B) The members shall receive no compensation other than for personal expenses incurred in the performance of their duties.
