Each commercial golf cart shall be equipped with the following before operating on any street within the village:
(A) Brakes;
(B) Headlights;
(C) Taillights;
(D) Rear view mirror;
(E) Slow moving vehicle sign;
(F) Safety flag on a staff holder to put such flag at least eight feet above the road surface; and
(G) Certificate of public convenience and necessity license plate (sticker).
