Within 30 days after abatement of a violation of this chapter, the owner of the property shall be notified in writing by the city of the cost of abatement, including administrative costs. The property owner may file a written protest with the city objecting to the amount of the cost of abatement within 15 days thereafter. If the cost of abatement is not paid to the city within 60 days after the date of the notice, the cost of abatement shall be certified by the city in the manner of a special assessment against the property, and shall constitute a lien on the property.
