The City Engineer and/or Public Works Director, or their representative, may enter upon any property where land disturbing activity is being conducted and take any and all action necessary to abate any violation of this chapter and/or remediate or restore the property to its condition prior to the land disturbing activity. It shall be a violation of this chapter for any person to refuse to allow the City Engineer and/or City Inspector to enter upon property for such purposes.
