The city may issue an order to stop all construction activities on any property where land disturbing activity is being conducted until conditions of noncompliance with this chapter are corrected. Construction activity, other than that which is required to correct a condition of noncompliance prior to the correction of the conditions of noncompliance, shall constitute a violation of this chapter.
