Upon receipt of an application for a city stormwater management permit, if the city finds that the application complies with this chapter, the city shall issue a city stormwater management permit in accordance with this chapter. If the city finds that the application fails to comply with this chapter, the city shall provide the applicant a schedule identifying wherein the application does not comply with this chapter.
