The Commission shall consist of five members, at least four of whom are residents of the city. The additional member of the Commission may reside outside of the city limits, but in that event must reside within two miles of the city limits. All members shall be qualified by knowledge or experience to act in matters pertaining to the development of a city plan and who shall not hold any elective office in the city government. All five members shall be appointed by the City Council.
