The Building Official of the city is hereby prohibited from issuing a building permit to the owner or owners of real property for which action has been initiated for the purpose of securing a zoning reclassification. The period of such prohibition shall extend from the date of the official act of the Planning and Zoning Commission calling for a public hearing on such zoning reclassification up to and including the date of final action of the City Council upon such zoning reclassification.
