§ 114.03 PERMITS.
   (A)   Before any person or organization engages in any of the practices defined herein, they must comply with all applicable ordinances, and must also obtain from the City Clerk a permit in accordance with the provisions of §§ 114.04 and 114.05.
   (B)   This permit shall extend no longer than 60 days. A fee of $75 shall be paid at the time of registration to cover the cost of investigation and issuance.
   (C)   The groups listed in § 114.02 need to apply for a permit, but are exempt from the permit fee.
