Every owner of a dog shall procure a dog license subject to the following.
(A) License fee. The annual license fee for each dog shall be set by resolution of the City Council. No license shall be issued until the fee is paid in full. Licenses purchased July through December shall pay half the yearly fee.
(B) License application form. The owner of a dog for which a license is required shall, on or before January 1 each year, apply to the City Clerk, or designee, for a license for each dog owned by him or her.
(C) Tag. The City Clerk, or designee, shall, upon receipt of the application for a dog license, deliver to the applicant a license which shall be in the form of a metal tag stamped with the following information: the year for which it was issued, the name of the city, and the number as shown in the records in the office of the City Clerk.
(1) The color of the tag shall change each year.
(2) The tag shall be attached by the owner to a substantial collar and, during the term of the license, shall be at all times kept on the dog for which the license is issued. Upon the expiration of the license, the owner shall remove the tag from the dog.
(3) Any dog found running at large without the license tag attached to its collar or harness shall be deemed unlicensed.
(4) Upon the filing of notice that the license tag has been lost or destroyed, the owner may obtain a replacement tag. The City Clerk, or designee, shall enter in the license record the new number assigned.
(D) Expiration of license. All dog licenses shall expire on December 31 the year of the date of issuance.
