Except as hereinafter provided, it is hereby declared that the parking, leaving, or storage of a junk vehicle upon either public or private property within the corporate limits of the city constitutes a threat to the health and safety of the citizens, and is a nuisance within the meaning of Iowa Code § 657.1. If any junk vehicle is stored upon private property or public property in violation thereof, the owner of the property shall be liable for said violation.
