§ 90.065 PURPOSE.
   The purpose of this subchapter is to protect the health, safety, and welfare of the citizens and safety of property of the city by providing for removal of abandoned motor vehicles and the elimination of the open storage of abandoned and junk motor vehicles and machinery, except in authorized places.
