(A) It is the purpose of this subchapter to establish an orderly, efficient, and expeditious process for evidentiary hearings before the City Council.
(B) The provisions of this subchapter shall apply to a proceeding required by constitution, statute, or ordinance to be determined by the City Council after an opportunity for an evidentiary hearing.
