(A) (1) Whenever any traffic code of this city designates any one-way street or alley the City Council shall cause to be placed and maintained signs giving notice thereof and the regulation shall not be effective unless the signs are in place.
(2) Signs indicating the direction of traffic movement shall be placed at every intersection where movement of traffic in the opposite direction is prohibited.
(B) It shall be unlawful for any person to operate any vehicle in violation of markings, signs, barriers, or other devices placed in accordance with this section.
