Provisions of this chapter and the state law relating to motor vehicles and laws of the road shall be enforced by certified law enforcement officers of the city, county, or state. The certified law enforcement officers are hereby authorized to direct all traffic by voice, hand, or signal in conformance with traffic laws. In the event of a fire or other emergency, the certified law enforcement officers may direct traffic as conditions require notwithstanding the provisions of the traffic laws. Members of the Centralia/Peosta Fire Department may direct or assist the police in directing traffic there at or in the immediate vicinity.
