For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates, or requires, a different meaning.
BUSINESS DISTRICTS. The territory contiguous to and including a highway when 50% or more of the frontage thereon for a distance of 300 feet or more is occupied by buildings in use for business.
CITY STREETS. All streets within the city limits, except for those located in the school district.
PARK AND PARKING. The stopping or standing of a vehicle, except for the purpose of, and while actually engaged in, loading or unloading merchandise or passengers.
RESIDENTIAL DISTRICTS. All areas of the city not included in business districts.
SCHOOL DISTRICT. For Peosta Elementary, includes Burds Road between Elm Ridge and 7896 Burds Road; and Peosta Street NICC between Kapp Drive and Enterprise Drive; and Burds Road and Springs Road for the Seton School.
STAND OR STANDING. The halting of a vehicle, whether occupied or not, except for the purpose of, and while actually engaged in, receiving or discharging passengers.
STOP OR STOPPING. Complete cessation of movement. When prohibited, the term means any halting of a vehicle, even momentarily, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic-control sign or signal.
